Preheat the oven to 375 degrees F. Line a cookie sheet with parchment paper.
In a large bowl add the whole wheat flour, baking powder, and sea salt. Mix together to combine.
Add in the cubed cold butter and combine it with the dry ingredients using a pastry blender or your fingers (my favorite way!) until the flour turns into coarse crumbs.
Add the honey and milk and stir until just combined (no more flour streaks).
Using a spoon or cookie scoop, drop the biscuit dough onto the parchment-lined sheet pan.
Bake for 13-15 minutes, or until golden brown. Enjoy a warm biscuit with a little butter and honey right out of the oven, or allow it to cool before serving.
