Preheat the oven to 350 degrees F. Line a baking sheet with parchment paper.
In a large bowl add the water and powdered peanut butter. Whisk together to combine.
Into the same bowl, add the maple syrup, vanilla extract, and peanut butter and mix the wet ingredients fully.
Next, add the oat flour, protein powder, and baking powder and stir together until the dry ingredients are fully combined.
Spoon batter with a cookie scoop or spoon to the prepared cookie sheet. Roll into ball, and then flatten with your hand. There should be 6-8 cookies. Use a fork to press in a crisscross pattern for a regular peanut butter cookie look, or simply smooth and press down.
Bake in the preheated for 9-11 minutes, or until the peanut butter cookie dough looks set and golden.
Allow cool to room temperature on a wire rack. Enjoy as is, or dip in melted chocolate!
